In the wake of the Carr Fire the Redding City Council passed a continuing emergency ordinance Tuesday night which will allow infrastructure work to be done without competitive bids. Also at the meeting was the Small Business Administration offering low interest rate loans, including up to $200,000 to replace homes and up to $40,000 to homeowners and renters to replace personal items.
