A Red Bluff man has apparently confessed to setting multiple fires. 38-year-old Franklin Goubert was already suspected of some of the fires and was recently arrested in Red Bluff City Park for outstanding warrants. After his release from jail. Goubert met with Red Bluff Fire and Police investigators and reportedly admitted to setting more than 100 arson fires over the past four years. He said he was able to put most of them out himself and they were never reported, though a few of them got away from him. He did not consider himself an arsonist because he felt he was cleaning up vegetation and debris in open space areas, apparently as a public service. He’s been booked into jail on nine counts of arson with bail set at $450,000.
