Anderson Police have arrested a man with an extremely long criminal record. 40-year-old Andres Quintana Martinez is a designated habitual offender. In the last 6 months he’s been contacted 31 times and arrested 20 times, the majority of which were for public intoxication, but also for drugs, prowling and resisting arrest. In most cases he was in jail for 10 hours or less. On Thursday he was at a business rolling around on the ground and yelling incoherently. He was booked into jail for being on drugs, and he’ll be held as a chronic offender.
